The California Pistol and Rifle Association (CPRA) has given Captain Jim Cooper an "A" grade for his stance and views of 2nd Amendment rights. This is the highest recommendation given by the CPRA. Endorsements: The California Reserve Peace Officers Association and Sacramento County Supervisor Roger Dickenson. Throughout this campaign for Sheriff of Sacramento County, my belief in a CCW policy consistent with "Shall Issue" philosophies for the citizens of Sacramento County has been reinforced by my continuous research on the matter, the recent ruling by the United States Supreme Court in McDonald v Chicago (www.supremecourt.gov/opinions/09pdf/08-1521.pdf) and numerous conversations with experts on the matter including former Sacramento County Sheriff’s candidate Bret Daniels, who has now joined the campaign as an adviser on Second Amendment issues. My commitment to your rights granted under the Second Amendment continues to be unwavering. I believe that a uniform "Shall Issue" law for the citizens of the State of California is the best way to ensure the constitutional right to keep and bear arms is protected for all of our citizens. However, this is an ongoing struggle that has yet to be won at the State level. As your next Sheriff of Sacramento County, I will implement a fair and equitable policy consistent with "Shall Issue" philosophies within Sacramento County. My policy will allow ALL law-abiding citizens, who meet the training requirements and are not otherwise disqualified for cause, to obtain a CCW. As Sheriff, I will ensure my policy WILL include the issuance of a CCW for self-protection. One can only point to the active Federal lawsuit, Sykes v. McGinness (www.wiki.calgunsfoundation.org/index.php/Sykes_v._McGinness), to know where my opponent, Scott Jones, stands on this issue. As Sheriff McGinness’s legal advisor, Scott Jones crafted, and has consistently executed, a restrictive CCW policy that has unfairly denied the citizens of Sacramento County the right to protect themselves. I believe in the fundamental right of equal protection for all citizens, which is directly related to your right to keep and bear arms. As your next Sheriff of Sacramento County, I will ensure that these rights, that you have been deprived of, will be yours through a fair and equitable CCW policy in Sacramento County.
